A growing national consensus recognizes that mass incarceration has come at great human and financial cost without delivering true safety, justice, or fairness. While U.S. incarceration rates have been on the decline for nearly a decade, the Hutchinson administration has stubbornly continued the failed criminal justice policies that lead to broken families, unstable communities, and government waste. If Arkansas were a country, it hold the 6th highest rank of number of incarcerated individuals in the world. If we don’t alter course of Arkansas’s incarceration rate, we are going to have to find more than $600 million in 4-6 years to designate towards construction and operating costs for a new prison. To put an end to this spiraling epidemic, Arkansas needs bold leadership and fresh, innovative ideas to create a smart-on-crime system. We must work to keep non-serious offenders out of prison and focus our resources instead on the most urgent threats to public safety and the root causes of crime and recidivism, namely poverty and education.
